1991 সালের 6 আগস্টের দ্বাদশ সংশোধনীর মাধ্যমে 17 বছর পর বাংলাদেশ পুনরায় সংসদীয় সরকার ব্যবস্থা পূর্ণ প্রতিষ্ঠিত হয়। এই সংশোধনীতে উপরাষ্ট্রপতির পদ বিলুপ্ত করা হয়। উল্লেখ্য সংবিধানের অষ্টম সংশোধনীর মাধ্যমে রাষ্ট্রধর্ম ইসলাম কে স্বীকৃতি দেওয়া হয়। সংবিধানের সংশোধনীর মাধ্যমে রাষ্ট্রপতি ও উপরাষ্ট্রপতির কিছু বিধান যুক্ত হয়। আর সংবিধানের 11 সংশোধনীর মাধ্যমে বিচারপতি শাহাবুদ্দিন আহমেদ এর উপরাষ্ট্রপতির হিসেবে নিয়োগ দান বৈধ ঘোষণা করা হয়।
