Neutrality and impartiality is the
most prominent characteristic of Indian civil
services. The doctrine of neutrality is based upon
the assumption that the same set of civil servants
can function under governments that are
committed to different political philosophies.
Neutrality in practice is nonpartisanship and
impartiality in the sense that when the civil
servants are executing a corpus of statutory laws
and regulations, they shall act impartially and
will not import political considerations into their
operations.
