A unitary system of government,
or unitary state, is a sovereign state governed as
a single entity. The central government is
supreme and any administrative divisions (sub-
national units) exercise only powers that their
central government chooses to delegate. Lower-
level governments, if they exist at all, do nothing
but implement the policies of the national
government.
